Purpose

The Project Manager is responsible for the overall planning, coordination, implementation, and management of the PARWA-ICT Project, covering Community-Based Protection (CBP), Protection Case Management (PCM), Protection Monitoring, and associated accountability and community engagement mechanisms. The position ensures quality programme delivery, effective team and resource management, compliance with organisational and donor requirements, and timely reporting across project locations.

 

The Project Manager provides leadership to the project team and maintains effective coordination with IOM, government counterparts, protection actors, community structures, and relevant internal units/sections.

 

Key Responsibilities

Project Leadership and Management

  • Lead the planning, implementation, coordination, and overall management of the project in accordance with approved project documents, organisational policies, and donor requirements.
  • Develop and monitor work plans, activity schedules, operational priorities, and resource requirements.
  • Oversee CBP, PCM, Protection Monitoring, community outreach, referral pathways, CRM/AAP, and stakeholder capacity-building interventions.
  • Ensure community structures, Community Outreach Volunteers (COVs), awareness activities, and referral mechanisms are effectively supported through relevant project staff.
  • Monitor implementation progress, identify challenges and risks, and ensure timely corrective and adaptive action.
  • Ensure consistent, quality implementation across project locations using rights-based, inclusive, community-centred, and protection-sensitive approaches.
  • Review key project deliverables and technical outputs to ensure quality and compliance.
  • These functions reflect the project's integrated focus on community-based protection, case management and protection monitoring. Team Management & Supervision

  • Provide overall leadership and supervision to project staff and ensure clear roles, responsibilities, coordination, and accountability.
  • Set work priorities, monitor staff performance, and conduct regular team and implementation review meetings.
  • Ensure effective coordination between Islamabad, Lahore, and other project locations.
  • Identify staff capacity-development needs and facilitate appropriate technical guidance and support.
  • Coordinate staff performance and related matters with the team and HR Unit if required.

 

Financial & Operational Management

  • Monitor project budget utilisation, expenditure, forecasts, and operational requirements in coordination with relevant Finance and Operations staff.
  • Ensure project resources, assets, and equipment are appropriately utilised and managed.
  • Review procurement, logistical, administrative, and resource requirements to support timely implementation.
  • Identify and escalate financial, administrative, procurement, or operational risks requiring management attention.

Coordination and Representation

  • Maintain regular project-level coordination with IOM, government institutions, UN agencies, protection actors, service providers, community structures, and other relevant stakeholders.
  • Represent Inspire Pakistan in project meetings, technical discussions, coordination forums, stakeholder engagements, and monitoring visits as delegated.
  • Facilitate effective coordination and strengthening of referral linkages with relevant institutions and service providers.
  • Coordinate internally with Programme, Operations, HR, Governance, MEAL, Communications, and other relevant units/sections.
  • Ensure agreed actions and commitments arising from coordination meetings are appropriately followed up.

 

Monitoring, Reporting and Documentation

  • Monitor implementation against approved work plans, budgets, indicators, targets, and project commitments.
  • Oversee preparation and quality review of narrative reports, implementation updates, and supporting documentation.
  • Ensure project and beneficiary information is accurate, confidential, properly maintained, and available for authorised reporting and verification.
  • Ensure required beneficiary registration and project information systems are maintained and updated through designated project staff.
  • Support donor monitoring visits, assessments, evaluations, audits, and compliance reviews.
  • Ensure monitoring findings, lessons, implementation gaps, and agreed follow-up actions are appropriately addressed.

Compliance, Accountability & Safeguarding

  • Ensure project implementation complies with organisational policies, donor requirements, internal controls, and applicable procedures.
  • Ensure appropriate CRM/AAP mechanisms, community feedback channels, and referral pathways are maintained and communicated to communities.
  • Identify programme, operational, safeguarding, financial, and compliance risks and ensure appropriate escalation and mitigation.
  • Ensure adherence to Safeguarding, PSEAH, Child Protection, confidentiality, data protection, Do No Harm, Age, Gender and Diversity (AGD), inclusion, and Code of Conduct requirements.
  • Promote accountability, ethical conduct, non-discrimination, and safe and respectful engagement with communities.
  • The project's accountability requirements specifically include a CRM through which community members can safely provide feedback, raise concerns, and receive responses.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Bachelor’s degree in Social Sciences, Development Studies, Humanitarian Affairs, Human Rights, International Development, Law, or a related field.
  • Minimum 5 years of progressive experience in project or programme management within humanitarian, protection, or development settings.
  • Experience managing donor-funded projects, preferably with UN agencies or international organisations.
  • Demonstrated experience supervising multidisciplinary teams and multi-location programme implementation.
  • Experience in protection programming, preferably including CBP, PCM, community engagement, protection monitoring, or related interventions.
  • Strong understanding of project planning, budget monitoring, donor reporting, compliance, safeguarding, AAP, and protection principles.
  • Experience coordinating with government institutions, UN agencies, service providers, and community structures.
  • Strong leadership, coordination, analytical, communication, problem-solving, and report-writing skills.
  • Proficiency in MS Office applications; strong written and spoken English and Urdu. Knowledge of Pashto and/or Dari is an advantage.
